本规程适用于供热热水介质设计压力小于或等于2．5MPa，设计温度小于或等于200℃；供热蒸汽介质设计压力小于或等于1．6MPa，设计温度小于或等于350℃的城镇供热系统的抢修，包括热源(锅炉房)、供热管网、热力站、楼内及户内供热系统。
