本规范进行抗震设计的构筑物及管网，当遭遇低于本地区抗震设防烈度的多遇地震影响时，一般不致损坏或不需修理仍可继续使用。当遭遇本地区抗震设防烈度的地震影响时，构筑物不需修理或经一般修理后仍能继续使用；管网震害可控制在局部范围内，避免造成次生灾害。当遭遇高于本地区抗震设防烈度预估的罕遇地震影响时，构筑物不致严重损坏，危及生命或导致重大经济损失；管网震害不致引发严重次生灾害，并便于抢修和迅速恢复使用。
