本规范适用于新建、扩建和改建石油库的设计。 本规范不适用于下列易燃和可燃液体储运设施： 1 石油化工企业厂区内的易燃和可燃液体储运设施； 2 油气田的油品站场(库)； 3 附属于输油管道的输油站场； 4 地下水封石洞油库、地下盐穴石油库、自然洞石油库、人工开挖的储油洞库； 5 独立的液化烃储存库(包括常温液化石油气储存库、低温液化烃储存库)； 6 液化天然气储存库； 7 储罐总容量大于或等于1200000m 3 ，仅储存原油的石油储备库。
