本规程适用于抗震设防烈度为6、7、8和9度地区镇（乡）村（以下简称村镇）建筑的抗震设计与施工。 村镇建筑系指乡镇与农村中层数为一、二层，采用木或冷轧带肋钢筋预应力圆孔板楼（屋）盖的一般民用房屋。对于村镇中三层及以上的房屋，或采用钢筋混凝土圈梁、构造柱和楼（屋）盖的房屋，应按现行国家标准《建筑抗震设计规范》GB50011进行设计。
